E2PM was prequalified to provide Site Environmental Consultant Services for the New Jersey Schools Development Authority (NJSDA) and was awarded various projects throughout the State of New Jersey.

E2PM has been responsible for the preparation of Environmental Screening Reports (ESRs), which are used by the NJSDA as a means of assessing the potential obstacles which may be encountered at a site or other nearby location. The ESRs assist in identifying the location of local utilities, known environmental issues at the property and within the surrounding area, potential regulatory conflicts, impacts to the community and surrounding land uses, as well as impacts to local cultural, historic and natural resources.

E2PM has also completed Phase I / All Appropriate Inquiry (AAI) / PA reports in accordance with ASTM E1527-05 and the NJDEP Technical Requirements for Site Remediation (N.J.A.C. 7:26E). The final Phase I/PA for each site consisted of a compilation of all completed assessment activities and provided an overview of existing and historic conditions associated with the site to allow for complete assessment of all potential Areas of Concern (AOCs). The reports provide the findings of the Phase I/PA research and recommendations regarding the need for further evaluation of each site.

For each of the sites involved in the NJSDA schools redevelopment program which required evaluation beyond the Phase I/PA, E2PM implemented a comprehensive site investigation to fully evaluate all AOCs and those areas of proposed expansion. All investigative activities were conducted in accordance with ASTM E1903-97 and N.J.A.C. 7:26E. Site investigation activities included, but were not limited to, soil and groundwater sampling, evaluations of storage tank systems and drainage systems, ground penetrating radar (GPR) surveys, etc. Results of the site investigation activities were summarized into a comprehensive Site Investigation (SI) Report. Findings that suggested the need for remedial investigation were discussed with the NJSDA and a Remedial Investigation (RI) Workplan will be prepared upon request of the NJSDA.
