Verizon Wireless – Wireless Network Infrastructure | Various Locations New Jersey Engineering

E2PM is providing regional Environmental and Engineering support to Verizon Wireless. E2PM was awarded a multi year full service contract in 2006 to support Verizon Wireless in the preparation of design drawings for lease, zoning, permitting and construction documents, environmental impact statements (EIS), environmental assessments (EA’s), NEPA documentation for the FCC, various state and local environmental permits, and the preparation as well as environmental and construction over site and inspections. This contract provides support for the expansion and maintenance of over 3000 new and existing telecommunications facilities in the New York Metro region which includes New York State, the Five Boroughs, and New Jersey, and the Philadelphia and Delaware regions.

E2PM has prepared zoning and construction drawings for facilities in New York City, New Jersey, Long Island, Brooklyn, Bronx, and Westchester Counties, Pennsylvania and Delaware. Zoning drawings are produced to the standards of the local municipal jurisdictions and provided for obtaining use and site plan approvals. Expert testimony is provided at municipal meetings during presentation of documents. Construction documents are prepared for the construction of the facilities. E2PM provides architectural, civil, structural, fire suppression, mechanical and electrical design drawings documents prepared meet all local, state and national codes. Documents are utilized by client to obtain necessary construction approvals and construct the facilities.

E2PM provides engineering oversight and controls during the construction of many of these facilities. Inspections are performed by the firm Under TPP-9 and Directive 14 of the New York City Building code. E2PM performs inspections at Port Authority of New York and New Jersey project sites and regularly performs oversight of tower foundations.

E2PM has prepared over 300 Phase I ESA to ASTM E 1527-05 standards for Verizon. During the course of locating facilities E2PM supports the leasing of these properties by conducting screenings and site investigations during the course of conducting the ESA. Interviews and meetings are conducted with owners, past owners and local and state agencies in order to evaluate the property. E2PM provides recommendations to the client on further actions.

E2PM prepares project specific NEPA compliance screens for telecommunications facilities in accordance with 47 CFR 1.1307 for the Federal Communications Commission. EA’s are prepared for filing with the FCC when screenings indicate a negative impact.

E2PM performs asbestos and lead based paint surveys for properties when historical data and site conditions indicate the potential for asbestos and lead. E2PM’s employees are certified to conduct asbestos and lead screenings. Screenings consist of facility inspections where field samples are obtained and locations of materials are documented. Samples are prepared and are forwarded to certified laboratory for analysis. E2PM prepares report summaries with recommendations to the client on how any potential contamination will affect their project. E2Pm will prepare asbestos and lead abatement plans and will oversee and monitor the contractors during abatements activities.

E2PM employs wetlands delineators trained in the identification of wetlands and preparation of detailed reports and studies for submission to government agencies, as well as environmental scientists with the ability to perform endangered species studies and natural resource inventories. E2PM is familiar with state and federal regulations governing sensitive areas and has had great success in obtaining permits on time and within budget for construction of these facilities.

E2PM has completed more than 160 Section 106 consultation documents for Verizon. E2PM employs historic architects and archeologist that review the scope of each proposed undertaking and completes the necessary research, architectural/archaeological survey and assessment of effects to comply with the FCC’s Nationwide Programmatic Agreements for the streamlining of the Section 106 process.
